Minority of Russians on the Internet
The majority of Russians (69%) do not use the Internet at all, the All-Russia Center for the Study of Public Opinion found in a recent poll. In 2006, that proportion was 76 percent. Eleven percent of respondents use the Internet everyday (up from 5% in 2006). Nine percent use the Internet several times a week, 7 percent several times a month and 3 percent rarely, but at least twice a year.
A third of Russians (34%) look favorably upon the idea of Internet voting in elections, but more of them (48%) would be opposed to such an innovation. Respondents with higher levels of education were more inclined to the idea. Only 16 percent of Russians with basic education favor Internet voting, while 44 percent of those with higher education or incomplete higher education favor it.

The most common reason for opposing Internet voting (32%) was the possibility of manipulating votes on the Internet. Sixteen percent feared technical failures and 15 percent had concerns about the secrecy of Internet ballots. The poll was conducted September 20-21 and October 4-5 of this year in 140 settlements in 42 regions. The margin of error is 3.4 percent.
