Law on Lobbying Proposed
The Federation Council has proposed that the government develop a law “On Lobbying Activities in the Russian Federation” and introduce it into the State Duma. That is among the recommendations contained in results of the parliamentary hearings on legislative support for the national plan to fight corruption. Amir Gallyamov, a member of the Federation Council Committee on Legal and Juridical Issues, said that acts to prevent conflicts of interest were also recommended to be drafted, as well as a procedure for the transfer to trusteeship of shares and securities belonging to civil servants.
The senators recommended that the Russian Supreme Court prepare a resolution on practice in cases of abuse of office by court or state officials to define such forms of corruption as influence peddling, protectionism, use of insider information and provision of services and other nonmaterial benefits that cannot be defined as bribery.

Among the laws that have to be amended by the senators are “On the Federal Assembly of the Russian Federation,” and amendments are needed to the parts of the Criminal Code that affect legislators.
