Russians Allowed to Use State Flag Unofficially
The lower house of Russia’s parliament, the State Duma, passed in the second reading the bill on informal use of the RF State Flag to amend the Constitutional Act on the State Flag of the RF.
The bill authorizes citizens, public associations, enterprises, institutions and organizations to use the RF State Flag for informal purpose. But no one may use it for desecration. The responsibility for improper treatment of the State Flag is stipulated in Clause 329 of the RF Criminal Code (Desecration of the State Emblem or the State Flag of the RF).

Nowadays, the fans that are flaring the RF tricolored flag to exult at Russia’s sport victories are the lawbreakers actually, Dmitry Sablin, the first deputy chairman at the State Duma Property Committee and United Russia’s coordinator for youth upbringing, specified when advocating the rapid passage of the bill.

“It is high time to abandon this banning practice and sanction the wider use of tricolored flag,” said Tatiana Yakovleva, who is the deputy head of United Russia’s faction in the State Duma.
