Russia’s Blackjack Bombers in Western Hemisphere to Create Problems for Moscow, Rice Warned
The United States has cautioned Russia not to repeat the Tu-160 expedition to Western Hemisphere. Two Russia’s Tu-160s landed in Venezuela September 10, 2008.
The jets may create problems for Russia in Latin America, U.S. Secretary of State Condoleezza Rice cautioned. “I think they need to be careful about their relations with other Latin Americans. Because are they really going to arm Hugo Chavez?” Bloomberg quoted Rice as saying.

“The Russian buildup of Venezuela doesn't threaten the United States. I think there's - America has plenty of military power in the Western Hemisphere. But if I were Russia, I would look at what this might mean for other Latin American states with whom they'd like to have good relations: Brazil, Chile, Colombia. That's the problem that Russia will have in this hemisphere,” Rice said.

Rice also wondered whether Chaves was really ready to borrow a billion dollars when the Venezuelan people are experiencing economic troubles. According to the U.S. secretary of state, Chavez probably wanted to build up military to threaten other Latin America nations.
