Saakashvili Preparing to Declare State of Emergency
Georgian President Mikheil Saakashvili will declare a state of emergency within hours, Secretary of the Georgian National Security Council Alexander Lomaya told Agence France Presse Thursday night. “The order imposing a state of emergency is on his desk,” Lomaya said, adding that he is expected to sign it “in the next few hours.”
On the morning of August 8, the Georgian President mobilized reservists. That order affects several thousand Georgians. On Friday evening, Saakashvili stated in a television address that the Georgian armed forces control all of South Ossetia except the Javi area. “We control all strategic heights,” Saakashvili stated. He also claimed that armed bands had been eliminated in South Ossetia.
