Putin Warns of Terrorism Threat
Russian Prime Minister Vladimir Putin thinks there is a very high risk of terrorist attack in the country right now, he announced at the government presidium on Monday during a discussion of plans to create a new Antiterror targeted program. “Any action by terrorists should be prevented in advance,” the prime minister said, adding that the prevention of crimes associated with terrorism and extremism should be the focus of attention.
The previous antiterrorism program ended in 2007. Putin said that much has been done in recent times to reinforce the security of the country and the terrorist underground has suffered serious setbacks, but a serious threat remains. Tens of billions of rubles will be spent on the government program to combat terrorism, the prime minister promised.

Experts say the government is using a variety of methods to fight terrorism. The Federal Financial Monitoring Service (Rosfinmonitoring) recently stated its intention of publishing its black list of several thousand persons and companies involved in terrorism. The first part of the list contains the names of leaders of illegal groups active in Chechnya. The second part of the list contains individuals who have been charged with terrorism and organizations that have been closed by court order in Russia for illegal activities. Previously, the list was available only to banks, insurance companies and other organizations that could potentially need it to counteract money laundering.
