Rostekhnadzor Checks Nuclear Facilities
Head of the Federal Ecological, Technical and Atomic Supervision Service (Rostekhnadzor) Konstantin Pulikovsky has approved the procedure for his agency’s participation in the system of certification for equipment and technology for nuclear facilities, sources of radiation and storage areas. The procedure will go into effect on August 1 of this year. Rostekhnadzor personnel participate in inspection and attestation commissions for accrediting organizations and work in certification centers, test labs and teaching centers.
Federal state unitary enterprise Safety is among those accreditation organizations, as is the autonomous noncommercial organization Atomcertificate. Since they were set up in October 2004, those organizations have considered 520 applications for certification of equipment and technology for nuclear facilities, sources of radiation and storage areas and issued 379 certificates.
Under the law “On Technical Regulation,” a federal organ of executive power cannot simultaneously carry out accreditation and certification. Rostekhnadzor participates in the accreditation of organs that certify equipment and technology for nuclear facilities, sources of radiation and storage areas jointly with the state corporation Rosatom and the Federal Agency for Technical Regulation and Metrology (Rostekhregulirovanie). Rostekhnadzor carries out regular inspections in the use of atomic energy. In the last year, it uncovered 143 violations during its inspections at five atomic power plants.
