Gas and Electric Prices Going Way Up
The Russian government has approved rate increases for the service of natural monopolies in 2009-2011 in amounts proposed by the Ministry of Economic Development and Trade, Deputy Minister Andrey Klepach announced. A day earlier, Klepach said that the Economics Ministry proposed that electricity rates in the regulated and unregulated sectors be increased by 26% in 2009 (as opposed to 15-16%, as proposed earlier), 22% (as opposed to 13-15%) in 2010 and 18% in 2011.
The average rate to the public will increase by 25% in 2009 (as opposed to 15% planned earlier), by 25% in 2010 (as opposed to 15%) and 25% in 2011 (as opposed to 18%). In 2008, the rate will increase by 16.6%, 14% to the public.

Natural gas prices will go up for the public in 2008 by 25%, in 2009 by 25%, in 2010 by 30% and in 2011 by 40%. The average rate for all consumers in the regulated sector will increase by 25% in 2008, 20.3% in 2009, 28% in 2010 and 40% in 2011.

The Economics Ministry proposed raising the rate for railroad cargo transport by 8% on July 1 (as opposed to 7% planned earlier). Counting rate hikes in April, the rate will increase by 12%, for a total of 16.3% for the whole year (as opposed to 11% planned earlier).

In addition, the Economics Ministry proposed increasing cargo transportation rates next year by 17.1% (as opposed to 9% planned earlier). In 2010, the ministry wants a 9.7% increase in that rate (as opposed to 8% planned earlier) and in 2011 a 10% increase. Passenger fares will stay as planned, rising 13% next year, 12% in 2010 and 14% in 2011.
