Agreements to Be Inked in Libya
A string of intergovernmental and commercial agreements and contracts will be inked in Tripoli on Thursday by results of the meeting between Russia’s President Vladimir Putin and Libyan leader Muammer Gadaffi, RIA Novosti reported with reference to a source in the Kremlin.
“En route to strengthening bilateral contractual and legal base, a vital step will be to ink the package of joint documents, including the declaration on friendship and cooperation and on intention to develop the multi-branch cooperation, the intergovernmental agreement on encouragement and mutual protection of capital investments,” the source said.

Quite a few business documents, in particular the Memorandum on Understanding between Gazprom and National Oil Corporation of Libya, have been almost elaborated, the source said.

Russia’s companies are interested in implementing big joint projects in Libya, which will cover the oil and gas field, power engineering and transport infrastructure, the source specified, giving Gazprom and Tatneft as example. These two companies develop six fields in Libya and are targeted at widening the long-term cooperation.

According to the source, LUKOIL and Soyuzneftegaz study the chances to approach Libya’s market. Stroitransgaz is ready to join big infrastructural projects, including laying the pipelines, and Tekhnopromexport eyes construction of power transmission lines and sub-stations there. Russia’s railway monopoly, RZD is in talks about the railway projects in Libya.
