The enforcement bodies led in number of complaints lodged by the Russians in 2007; the overall number of complaints went down, shows the report of Human Rights Ombudsman Vladimir Lukin, which Rossiyskaya Gazeta promulgated today. Vladimir Putin has the document already.
Nearly each fifth complaint lodged to the office of human rights ombudsman past year was about the human rights violations by enforcement officials. The violations were reported starting from the public order protection to preliminary investigation, interrogation, court procedures, delivering judgment and imprisonment.
The preliminary investigation and conditions of investigatory isolation wards manifested the steady growth in number of complaints, the report says. But fewer people complained of conditions of penal institutions and detention centers, according to the report.
