Fed Council to Toughen Control Over Blogs
Fed Council is elaborating amendments to the Mass Media Act that will extend to the Internet editions, Rossia TV Channel reported.
Amid other things, the amendments provide for mandatory registration of Internet sites with the daily audience of above 1,000. If the bill is ultimately passed, it will first affect the Internet blogs.

One of the amendment masterminds is Senator Vladimir Slutsker. He said the above requirement corresponds to the Clause 12 of Mass Media Act, spelling out mandatory registration for the printed matter with the circulation starting from 1,000.

According to Slutsker, each fourth Russian uses Internet for information and communication. But the net is controlled by no one and the access is given to any data. The mass media notion could extend to any sites of regular renewal, including LiveJournal, forums and chats.

Slutsker particularly advocates amending Clause 57 of the law, which relieves mass media of any responsibility for the word-for-word republication of inadequate information.

Opponents of new amendments claim they will hit the blogs, forums and chats, which audience materially exceeds 1,000. Meanwhile, the Federation Council works on the legal wording of the bill, which is likely to be submitted to the State Duma in spring.
