British Council Offices Banned in All Russia but for Moscow
Russia has notified Britain on suspending from January 1, 2008 the activities of all regional offices of the British Council in the country except Moscow.
The matter at stake is suspending activities of the British Council’s offices, including implementation of current projects until Russia and Britain reach the respective agreement, explained Mikhail Kamynin, spokesman of the RF Foreign Ministry.
The standing of Russia’s Foreign Ministry is that by operating under the roof of consulates in St. Petersburg and Ekaterinburg, the British Council violates the 1963 Vienna Convention of Consulate Activities, as it isn’t related to any diplomatic missions or consulate offices.
The British Council is a non-profit organization that runs in lots of countries worldwide, teaching English, giving grants and administering tests for students who want to study in Britain.
