Russia’s Moratorium on CFE Treaty Took Effect Wed
Russia has set to implementing the actions under the Federal Act of November 29, 2007 on the RF Suspension of Conventional Forces in Europe Treaty and under the President’s Decree of July 13, 2007 on the RF Suspension of Conventional Forces in Europe Treaty and Related International Treaties.
At 00:00 a.m. MSK, says the statement of the RF Foreign Ministry, Russia suspended all actions on executing the treaty and related documents. It terminated the data exchange on troops levels and halted inspections. During the moratorium, Russia will be bound by no restrictions, including the limits on strength of conventional troops.

The CFE treaty was revised in 1999 to reflect global changes but Western states have refused to ratify it conditioning this move to withdrawal of Russia's forces from ex-Soviet Moldova and Georgia.

“This step was caused by exclusive circumstances related to the content of CFE Treaty that affect the security of Russia and call for immediate actions. We had told our partners in the treaty about them continuously and in detail,” the ministry pointed out.

Russia is ready to proceed with the dialogue on the CFE Treaty even during its suspension. “We hope that dialogue will bear fruit, of course if other states, the treaty members, manifest political realism and will for finding mutually acceptable solutions,” the ministry specified.
