President Changes Law on Military Sales
Russian President Vladimir Putin introduced changes into articles 9 and 12 of the federal law “On Military-Technical Cooperation of the Russian Federation with Foreign States” on November 26. The changes concern the authority of the president in that area and expand the number of organizations that can trade abroad. The law was passed by the State Duma on November 9 of this year and approved by the Federation Council on November 16.
The changes to article 9 specify the role of the president in the creation of specialized organizations that trade in military technology abroad. Those organizations may be joint stock societies wholly owned by the government or transferred to noncommercial organizations founded as state corporations.
Changes to point 1 of article 12 expand the types of organizations that can trade in military technology abroad to include state intermediaries, that is, organizations specially created by a decision of the president as joint stock societies wholly owned by the government or transferred to noncommercial organizations founded as state corporations and Rostekhnologia, a state corporation.
