Zubkov Reads Lectures to Fradkov’s Cabinet
Russia’s new PM Viktor Zubkov held the first meeting of cabinet. As the structure and personal strength of the new government haven’t been OKed yet, Fradkov's ministers had to withstand Zubkov’s pressure. Of all present, Zubkov was the only bureaucrat authorized for his office, all other participants were just the acting ministers.
The new chief of the cabinet began by lambasting some ministers in particular and the whole ministries in general. One of the reasons of his anger was failure of the Transport Ministry to execute president’s order related to the seaport development; the deadline for that task was 2006. “How could it be? Who dared to correct president’s orders so easily? What’s the matter?” Zubkov was emphatic.
Sakhalin was another cause of PM’s anger. It emerged that Sakhalin hadn’t received money to eliminate aftereffects of destructive earthquake in Nevelsk in early August. Having learnt that Anton Drozdov was in charge of the money delivery to affected region, Zubkov ordered to Acting Vice Premier Sergey Naryshkin to send him to Sakhalin Monday.
