Russia’s New PM Addressed State Duma before Voting
Viktor Zubkov, whom President Vladimir Putin chose for new prime minister, has addressed lawmakers today before the State Duma votes on his candidacy.
The changes in cabinet are imminent, Zubkov said when asked by lawmakers to comment on the failure of social reform blamed on Health and Social Development Minister Mikhail Zurabov. Having mentioned certain achievements, Putin’s nominee explained that the strategy was correct but its execution was totally wrong.

One of Zubkov’s ideas about the future work of the cabinet is stepping up personal responsibility of ministers. Exactly efficient structure and growth in personal responsibility of ministers are expected to bring momentum to the government.

Zubkov will also attempt to curtail inflation and tax burden. “Today’s Russia exists and develops in conditions of tough competition… There is no field in the world where we wouldn’t have to fight for our place in the sun,” the potential PM said.

Strategy and the program of definite actions will be the highlight of the new government, Zubkov announced. The matter at stake is ensuring stable economy, implementing system projects related to power engineering, infrastructural branch and housing and communal services. It is also necessary to concentrate efforts on boosting aircraft and ships’ construction.
