Britain Insists Visa Rules Have Been Changed
Head of the press department at the British Embassy in Moscow Anjum Nurani has told RIA Novosti information agency that the rules for issuing visas to Russian officials have been changed. The Russian Foreign Ministry did not detect any changes in those rules after diplomats requested an explanation of the new rules. Nurani declined to specify what changes had been made, saying that Russian authorities have been informed of them and the embassy will not discuss it in public.
Official Russian Foreign Ministry representative Mikhail Kamynin stated on Wednesday that no changes had been made to the rules instituted in April of this year, under which Russian officials are to apply for British visas exclusively through the Russian Foreign Ministry, with a detailed description of the purpose of their visit, and their applications will be processed within ten days. The Foreign Ministry has stated that the same rules will be applied to British officials traveling to Russia.

British Foreign Secretary David Miliband announced on July 16 that a stricter visa procedure would be imposed for Russian officials. That was a reaction to Russia's refusal to extradite Andrey Lugovoi, who is a suspect in the death of former FSB officer Alexander Litvinenko in London.
