Russia Seems to Act in Zero-Sum Terms of Another Era, Rice Said
“We want a 21st century partnership with Russia, but at times, Russia seems to think and act in the zero-sum terms of another era,” U.S. Secretary of State Condoleezza Rice said as quoted by The Association Press. Rice also emphasized they find it difficult to understand the missile diplomacy of Russia in part of the U.S. plans to station interceptors and a radar in Eastern Europe.
When it comes to this general bewilderment of the United States, Rice might have meant that components of the U.S. missile defense shield to be stationed in Poland and Czechia won’t be effective against Russia.

Indeed, the reaction of Moscow to these missile plans of the United States is today’s concern of Washington, for Russia’s tests of new ballistic missiles armed with multiple nuclear warheads and moratorium on CFE Treaty couldn’t be neglected.

“The world has changed and there was an attempt to make in unipolar, some participators of foreign relations have developed desire to dictate their will to everyone, without agreeing their actions with regulations of international communication and law. It is nothing else but dictation and imperialism,” Russia’s President Vladimir Putin said Thursday.
