EU Appropriated ˆ3.5mln to Fight Laundering in Russia
The European Union has appropriated ˆ3.5 million to fight laundering in Russia, said Paul Vandoren, deputy head of the EC Delegation to Russia, when presenting the EC-Russia project of counter-laundering.
The experience of European colleagues will “come in handy in Russia,” said Yury Chikhanchin, who is the deputy chief of Russia’s Federal Service for Financial Monitoring (Rosfinmonitoring). “Laundering systems emerged in Europe earlier than in Russia and the experience of Europe could be of greatest use to us.”

Amid other things, this joint undertaking of Russia and EC spells out training of Rosfinmonitoring employees in the EU and training of enforcement officers in Russia. When presenting the project, the EC envoys hoped the funds would be spent efficiently and in the right direction.

The problem of money laundering is being tackled here, Russia’s bureaucrats said. In 2006, for instance, Rosfinmonitoring initiated more than 200 counter-laundering cases, and the Central Bank of Russia (CBR) cancelled more than 50 bank licenses. Six banks have lost licenses at the start of this May for breaching laws when rendering bank services.
