Russia Proclaims Moratorium on CFE Treaty
Russia has proclaimed moratorium on Treaty on Conversional Armed Forced in Europe (CFE Treaty), First Vice Premier Sergey Ivanov declared during the news conference, Vesti-24 TV Channel reported.
”It actually means we won’t proceed with executing commitments under the treaty until other states ratify it,” Ivanov said. When signing the treaty, the first vice premier reminded, the parties judged by the fact that no state that is a party to it should possess short-/middle range missiles.

“Nowadays, nearly all countries but for Russia and the United States have such missiles,” Ivanov pointed out, specifying that Russia will neither allow foreign inspections nor notify about the troops movement under CFE Treaty.

It was Russia’s President Vladimir Putin that first proposed to pull out of CFE Treaty. The president came up with this initiative when delivering the annual address to Federal Assembly on April 26. “Our partners should also contribute to weapons reduction in deed and not in name,” Putin emphasized, adding that the issue should be considered by Russia-NATO Council.

NATO, Putin said, is using treaty’s provisions to step up military presence near Russia’s borders. Moreover, the United States intends to station components of missile defense system in Poland and Czechia, and such new members of NATO as Slovakia and the Baltic states haven’t joined CFE Treaty, all preliminary agreement with NATO notwithstanding. Russia, however, was executing its commitments under the treaty even despite the aggravation of the situation in Chechnya.
