Russia Will Have No Green Card Equivalent
Russia’s Federal Migration Service sees no need to introduce here an equivalent of the U.S. green cards, which would enable a person to be employed even without Russia’s citizenship.
The current migration laws provide for regulating migration in Russia, said Vyacheslav Postavnin, deputy director at Federal Migration Service. “Given that 90 percent of labor migrants are the natives of CIS, we have decided to stick to the model of return migration, when a man returns home after working for some time in Russia,” the official said.
The purpose of Russia’s authorities is first of all to protect interests of consumers and of citizens of the country, Postavnin pointed out when asked about the situation on the markets.
“Those are the normal methods of controlling migration, when we direct the flow of migrants to the industry, where they are of greatest need, for instance, to construction, medicine, high technology. Russia is simply not interested in such a number of foreign vendors,” he emphasized.
Since early this year, Postavnin said, his service has collected from employers over 200 million rubles in fines for using labor of illegal migrants. “Of 300-million ruble fines imposed by FMS, over 200 million has been collected already. Most often, the fines are imposed on construction and trading organization, mostly in the capital.”
As many as 2.5 million foreign residents have passed the migration registration in Russia since the year-start. Of them 850,000 got labor permits vs. 650,000 permits granted during the whole past year, Postavnin emphasized.
