GLONASS to Become Free for Everyone
Russian President Vladimir Putin signed a decree according to which the access to Russia’s navigation system GLONASS will be free and limitless both for Russian and foreign consumers, RIA-Novosti news agency reported.
Russian authorities plan to make GLONASS, mainly used so far by Russia’s Defense Ministry, available for everyone else by late 2007. According to the president’s decree, the Federal Space Agency is to supervise the works for using the system by civilians.
The decree also says that “for securing Russia’s safety” the satellite navigation devices purchased for the federal agencies of the executive power should function precisely on GLONASS signals. Using the system is “recommended” to the administrative bodies of Russia’s regions and cities.
GLONASS was developed as the system of double purpose (both for military and civilian consumers). It is Russia’s counterpart of the Global Positioning System (GPS) created in the United States. GLONASS allows to locate objects with precision up to 1 meter.
