Victory Banner to Have Star, Hammer and Sickle
Upper house of Russia’s parliament, the Federation Council, has approved the Bill on Victory Banner. The senators unanimously voted for a red banner with five-point star and hammer and sickle, RIA Novosti reported.
But the initial intention of State Duma, which is the lower house of parliament in Russia, was to pass a bill specifying a new Victory Banner – the red cloth with five-point white star and with no symbols of Soviet time.
The Federation Council voted down the attempt, and State Duma managed to overcome the veto, to no avail though. President Vladimir Putin refused to ink the bill and sent it back for further elaboration.
