Russia, Iran Agree on Bushehr Funding
Chief of Russia’s Atomstroiexport Sergey Shmatko and deputy head of Iranian Atomic Energy Agency Ahmad Fayaz Bakhsh sealed a protocol stipulating the actions to ensure stable money flow to fund remaining construction of Bushehr nuclear plant.
Successful implementation of protocol will solve a portion of issues on financing that nuclear plant, said Atomstroiexport briefer Irina Esipova, declining to elaborate on the essence of suggested actions, Interfax reported. Russia’s and Iranian negotiators will meet next time in May in Tehran.

Iran is funding Bushehr project, but not in the whole amount, a source close to negotiations said on condition of anonymity. “Overall, Atomstroiexport got only the amount that is equal to $20.5 million from March 23, including $10.6 million as the first installment.”

Iran has been breaching the payments obligations since early 2007. Though it is to monthly transfer at least $25 million, Iran paid roughly $5 million in January and another $10 million in late March.

The launch of Bushehr nuclear plant was slated for September 2007. But Russia shelved the startup for no less than two months by refusing to supply nuclear fuel on financial confrontation.
