Georgia May Worsen South Ossetian Confrontation
Russian Ambassador to Georgia Vyacheslav Kovalenko thinks the draft law creating a provisional administrative entity in South Ossetia will lead to a new surge in hostilities in the region. “It's a serious step. I don't think it was made in the right direction,” he told journalists after a meeting between ambassadors and Georgian parliament speaker Nino Burjanadze. The draft law was introduced into the parliament by Georgian President Mikheil Saakashvili.
U.S. Ambassador to Georgia John Taft stated that the United States approves of Tbilisi's intentions to negotiate with leader of the breakaway state Eduard Kokoity as well as the president of the alternative government Dmitry Sanakoev.
The Georgian parliament passed the first reading of that law on April 5. The law specifies the form and regimen of the provisional government on all the territory of South Ossetia until Georgia's full jurisdiction is restored there.
The Georgian president called the move “a chance for serious development through dialog and mutual compromise.” Deputy Prime Minster of the South Ossetian government and member of the mixed control commission for normalizing the conflict Boris Chochiev called it a step toward civil war.
