Duma Keeps Income Flat Tax
The Russian State Duma rejected the first readings of two amendments to the Tax Code on a return to a progressive individual income tax. The amendments were introduced by Rodina (“Fatherland,” now part of the Just Russia Party). They concerned article 224, part 2, of the Tax Code and were intended to relieve the tax burden of the poor, while receiving more from the very wealthy.
The first amendment proposed no tax on individual incomes up to 60,000 rubles per year, a 10-percent tax on incomes from 60,000 to 120,000 rubles, a 13-percent tax on incomes from 120,000 to 1.2 million rubles, and a 20-percent tax on income from 1.2 million to 3.6 million rubles and a 30-percent tax on income over 3.6 million rubles.

The government gave the proposal a negative review in a document signed by Deputy Prime Minister Alexander Zhukov, and Duma speaker Boris Gryzlov also expressed opposition to it.

The second amendment concerned chapter 23, part 3, of the Tax Code, which dictates the current 13-percent flat tax on income for Russian tax residents. The amendment proposed a different system of progressive tax.
