Russia’s Migration Service Advocates National Quotas
In the Russia’s Federal Migration Service (FMS), they apparently favor introduction of regional quotas on residents calculated in view of the so-called extra weight of certain nationality in this or that region, Interfax reported.
“New migration laws specify introduction of certain quotas on citizens’ arrival in this or that territory or region,” FMS Deputy Director Vyacheslav Postavnin said during the news conference held in Interfax headquarters Friday.

“The practice shows that once a certain critical mass has accumulated and with no work for establishing the interethnic dialogue held and with the local authorities doing nothing for it, all those lead to the conflicts, which we have had already,” the official said.

“As soon as two nations markedly different from each other in culture, lifestyle pattern, character happen to appear nearby, it should be carefully looked after and we must not let it take its course,” Postavnin explained.

“It is necessary to take actions that would prevent conflict situations,” the official said, proposing to legally commit chiefs of authorities to avoid such development.
