Zakaev Could Be Extradited to Russia Via the U.N. Court
The envoy of Chechen separatists, Akhmed Zakaev could be extradited to Russia once the bill on canceling reservations to some international treaties is finally ratified, State Duma’s Speaker Boris Gryzlov told the reporters.
The State Duma will focus on this document on February 16, 2007, Gryzlov said. Canceling reservations will mean Russia has acknowledged the jurisdiction of the U.N. International Court of Justice, which could be used when deciding on the extradition of such persons as Zakaev.

The reservations in question were passed when the former Soviet Union was sealing six international treaties on counterterrorism, including Convention for the Suppression of Unlawful Seizure of Aircraft, Convention on the Physical Protection of Nuclear Material. The purpose was to legally specify that the Soviet Union wouldn’t deem binding the jurisdiction of the U.N. International Court of Justice when solving the disputes of states, parties to the treaties, concerning their application and interpretation.

Akhmed Zakaev is in Britain now. Russia seeks his extradition for crimes committed against enforcement officers and military of the country. Britain has refused the extraditing claims of Moscow, having found insufficient the reasons of Russia’s prosecutors.
