Third Corruption-Revealing Letter from Murder Suspect Frenkel
Alexey Frenkel, charged with ordering the killing of Russia’s second-ranking banking official Andrey Kozlov, has released his third open letter, lashing out at the Central Bank for gross corruption.
In his third open letter Mr. Frenkel accuses Central Bank officials of lobbying interests of four bank groups, Russian media report. These are major state-owned banks engaged in cashing, foreign banks’ subsidiaries, major private banks engaged in cashing or shady import dealings and North Caucasus-related banks.

The former head of VIP-Bank maintains that the Russian Central Bank lobbies interests of these groups, flouting law. He also mentions that officials at the Russian parliament, police, army and courts help the banks in their murky dealings.

Alexey Frenkel released his first open letter on January 19, pointing to rampant corruption in the Central Bank and flaws in regulations on withdrawing operating licenses. Mr. Frenkel’s and listed such high-ranking as the Central Bank’s BOD members Viktor Melnikov and Mikhail Sukhov as those involved in corruption. The Russian Prosecutor General’s Office said it was going to check the information.
