Putin Signs Law Reforming Atomic Energy Sector
Russian President Vladimir Putin signed the federal law “About peculiarities of managing the property and shares of organizations dealing with atomic energy, and about making changes to some legislative acts of the Russian Federation” adopted by the State Duma on January 19, 2007, and approved by the Federation Council on January 24, 2007.
The law sets the priorities of the state policy in managing the property of civil atomic energy sector. It provides for creating an integrated managing structure which will represent Russia’s interests at the world’s nuclear market, and which will unite the entire technologic chain of the atomic sector. The structure will be 100-percent state-owned.

The law regulates the rights for possessing nuclear materials and atomic facilities. It also divides nuclear materials into those which can be federal property only, and those which can be owned both by federal and other Russian companies. According to the law, these companies should be mentioned in a special list compiled by the government, have necessary licenses, and be completely state-owned.

The law also provides for the president’s right to confiscate nuclear materials if necessary, and sets the limitations concerning the bankruptcy of atomic energy enterprises.
